Two more people have been arrested in connection with a robbery at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area for suspected robbery and assault and a 23-year-old woman was detained for suspected conspiring to commit a robbery. They both remain in custody, authorities confirmed.

The arrests come after an investigation into an assault at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Prior to the attack, a pair of female travelers were robbed of their suitcases after getting out of a parking garage elevator.

A toddler aged three was among the injured in the event. Five people went to hospital for treatment and were later released.

Police arrested a man in his thirties for suspected robbery and assault close to the location. He was subsequently released under investigation while inquiries continue.

Authorities were alerted at about 8:10 in the morning GMT following reports of several people injured by an irritating chemical believed to be an irritant spray.

The assault - which police said was isolated and not being treated as terrorism - resulted in train delays and the partial closure of the main airport tunnel and the T3 car park for a short time.
